Enabling telnet login on HP MSR

Below commands will work on HP MSR series if you are testing on VSR VM then 1 or 2 commands may differ.

User configuration for telnet access

system-view
user-interface vty 1
authentication-mode scheme
quit
local-user test
password cipher 12345678
service-type telnet
authorization-attirbute level 3
